Mechanisms for ensuring the sustainable energy development for self-governing territorial units in the framework of energy security of Ukraine

Abstract


Introduction. In terms of global warming, energy resources depletion and the need to ensure energy security of Ukraine one can observe a steady increase in energy consumption at the municipal level, that is, the level of self-governing territorial units. Energy efficiency provision should shift from the sphere of energy consumption reduction to the sphere of implementation of energy management system, which should play a key role in energy resources management at the municipality level. The study of global and domestic experience in the development and implementation of sustainable energy development system at the level of self-governing territorial units will determine the strategic and practical actions which aim to achieve energy use efficiency in all areas of city life.

Purpose. The aim of the paper is to study the possibility of introduction of the mechanisms for sustainable energy development for territorial units,the development of an algorithm, the determination of the key steps for building the energy management system and the determination of energy management levels of the hierarchy.

The method (methodology). The paper includes general scientific and special methods: historicism, analysis, synthesis, deduction and induction, scientific classification. The methodology represents a systematic approach that is a combination of economic phenomena and processes.

Results. It is determined the necessity to create favorable conditions for the establishment of energy management system at various levels, ranging from local governments and to local communities, for sustainable energy development and implementation for integrated local communities the voluntary international standard ISO 50001:2011 "Energy Management Systems" that is designed by the International Organization for Standardization. The algorithm of energy management system is proposed. It is based on the methodology which is known as the continuous improvement cycle "Plan-Do-Check-Act". The basic steps of implementation of this system are considered.
