Methodology of housing mortgage lending in the context of national measurements
Abstract
The article describes theoretical, methodological and practical aspects of the conceptualization of housing mortgage lending in the conditions of changes of organizational and legal conditions, political and economic conditions, commercial practice of functioning of residential areas. The basic theoretical and methodological approaches to the understanding of the real estate market which are based on the theory of credit and static compromise are systematized. Particular attention is paid to the postulates of state regulation of the mortgage and their impact on the development of residential real estate, as well as to the determination of the factors that affect the issuance of mortgage loans by banks. It is found out that behavioral characteristics of individual relationships and financial decisions of its members have become the core of the problems of the current state of the investment process in the housing market and housing are the. It is determined feasibility of improving relations concerning regulation of banking and non-banking financial institutions, circulation of mortgage securities, revitalization of state registration of ownership, notaries, specialized mortgage agencies and local governments. To ensure the successful implementation of housing reform in Ukraine the rights of homeowners, which are acquired by citizens, should be guaranteed. A typical method of land usage and housing development should be developed.
