Influence of globalization on human capital development and state of the national labour market

Introduction. At the current stage the globalization processes significantly affect the content and the rate of formation of new types of social and economic relations in modern society. They also influence the development of human capital, which remains one of the most complex social and economic problems in Ukraine.

Goal. Purpose of the article is to investigate the impact of globalization on human capital development in Ukraine, to identify current problems and peculiarities of the national labor market and to propose a set of measures for effective human capital development of the country.

The method (methodology). The following methods have been used in this study: method of theoretical generalization, method of analysis and synthesis, method of comparison.

Results. The article examines the impact of globalization on human capital development and labor market. According to the results of the research it is indicated the Ukraine's human development index among the countries. The basic directions of development of human capital and national labor market are analysed. They are the changes in the structure of employment; the creation of new occupations and jobs; the relocation of production to countries with cheap labor; the migration of labor. The main factors of influence that lead to negative trends in the labor marke are determined.

The study has suggested measures to promote effective human capital development in Ukraine due to the globalization processes. They are the establishment of relations with other countries and international organizations; the increase of the efficiency of social policy; the formation of an appropriate legislative framework, improving financial support, creating favorable economic conditions for small and medium businesses; the support of new technologies competitive by improving the organizational and technical level of the enterprises; the reduction of income differentiation by successive increases in the minimum wage, job creation, improvement of wages; the creation of a favorable investment climate in the country by ensuring political stability and optimization of the legal framework etc.
