Implementation of the reform programme of Poland’s industry: conclusions for Ukraine
Abstract
Introduction. Industrial policy is a part of the social and economic strategy of the state, which concentrates on the problems of industrial restructuring. The strategic objective of the industrial policy is to raise the efficiency, competitiveness and innovation of industry. Taking all the above mentioned facts into consideration we should state that Polish experience in reforming the industry in the 90-ies in accordance with the requirements of the market is especially important for Ukraine.
Purpose. The aim of the article is to analyze the programs of industry reforms in Poland. The experience of implementation of these reforms would be useful for Ukraine.
The method (methodology). The following methods of analysis are used in this study: method of induction, method of deduction, method of scientific analysis, method of systematic analysis of scientific literature, reports of Polish and international organizations concerning the mentioned problem.
Results. We have analyzed Poland's first steps towards privatization of industry and restructuring program of Poland’s industry. Particular attention is paid to the causes of the industrial enterprises elimination that have been built in times of the Polish People's Republic. The study analyzes Polish successful experience in implementation of restructuring programs in the steel industry and mining, as well as other programs of industrial restructuring (in particular, a comprehensive program of privatization) that were developed during 1990-1994. The author concludes that an important example for Ukraine is a successful implementation of the restructuring program of metallurgical and mining complexes in Poland, as well as the programs that do not lead to desired outcomes (including NIF). The practical significance of the paper is the possibility of using the results of author's research represented in the article, and associated with the formation of strategy of Ukraine’s industry restructuring. The prospects for further researches in this direction are the study the experience of industrial restructuring in other countries of Central Europe and the role of the EU in their transformation processes, as this topic is very actual for Ukraine (in terms of the Association Agreement between Ukraine and the EU).
