Methodological approaches to assessment of creativity of human resources of the society

Abstract


In recent decades, the ability to creativity and innovation in professional activities and social life, high creative potential of the society joined the traditional indicators of competitiveness. That is the creative component has becoe an inherent part of a personnel potential. It involves the promotion of unconventional and original approaches to solving difficult situations. In these conditions there is a necessity to assess creativity of personnel potential of the state in the context of innovative economic development.

Scientists made the attempts to explore the creativity of personnel potential of the state, methods of its assessment and impact on economic development. However these works were not practically implemented. Therefore, within this research work, we consider the theoretical and methodological approaches and methods of assessment of creativity of companies.

During the establishment of the principal theoretical and practical results of the following article we have used the method of analysis, method of synthesis, method of comparison, method of systematization, method of induction and deduction.

In this article, creativity is seen as an integral part of the characteristic of human capacity. The author has clarified the characteristics of this concept with both psychological and economic aspects. From the economic point of view, creativity forms the social space where intellectual and creative resources dominate, and provide competitive innovative development of the national economy. It is proved that the evaluation of creativity must be approached systematically. It should take into account the factors which affect it. The assessment methodology proposes the use of an integrated indicator – the index of creativity, giving the opportunity to more deeply appreciate the creative possibilities of the country, as it reflects the combined effect of the concentration of the creative class innovative economic results of its activities.

The practical value of this work lies in the possibility of implementation of the acquired offers in the realization of the strategy “Ukraine – 2020” in the part which concerns macroeconomic stabilization and improvement of economic competitiveness parametric characteristics.
