Current status operation of public procurement in Ukraine

Abstract

On the basis of the analytical methods combined with the comparison of international experience, the author evaluated the development of the state procurement system. The research was made with regard to such factors as total annual amount of public funds envisaged for the procurement of goods, works and services, gross domestic product and total annual budget expenditures. Moreover, the horizontal and vertical analysis of the public procurement systemwas performed with relation to its source of funding and volume of competitive procedures. The volume differences of public procurement in various economic sectors were established. The author pointed out the main directions the state policy in the field of public procurement. Assumption was performed on the basis of the author’s analysis of positive and negative aspects of the procurement system. In addition, the paradox of the Ukrainian public procurement system, when the increase of open bidding leads to the decrease of the competition intensity, was unraveled.
