An evolution of shadow economy in Ukraine
Abstract
In the article shadow character of such relations as "power-business" at the end of 1980s – at the beginning of 1990s is investigated. It is determined that interests of future oligarchs relate to different privileges for themselves from the state: permission on privatizing, undertaking of foreign economic activity, getting of concessional loans etc. All these methods of unfair competition were not the subject of wide publicity. Power hid from a society many veritable aims of the conducted measures : voucherization, depreciation of holding, galloping inflation, irresponsible grant of multimillion credits. The essence and normatively-legal certificates are exposed analysed in relation to order and expediency of grant of commodity credits, which were attracted under the guarantees of government within the limits of necessities of financing of obligations of the Ukrainian legal persons-residents on external economic contracts at the beginning of introduction of market economy. It is defined that the charges of the state budget on maintenance of individual credit agreements assisted the height of corruption and shadow economy. There have been distinguished the stages of development of shadow economy.
