Budgeting as a means of realization of effective financial policy of the state

Abstract

The theoretical principles of budgeting and its role in the process of financial policy of the state implementation are explored. There has been shown the comparative characteristics of models of forming of budget and budgeting according to which planning of expenditure part of budget realizes in direct relation to the achieved results. The author grouns advantages and necessity of budgeting application technologies in domestic practice with the aim of increase of budgetary resources of effectiveness spending. The functional elements of budgeting in the conditions of program-purpose method application are distinguished. The necessity of improvement of budgeting that will create favorable terms for upgrading of budgetary programs of implementation is argued. Principles of budgeting, that must be taken into account in economic realities at the construction of new model of financial policy are outlined. The author grounds the formation of these principles that allows to define the state of public finances and to predict changes in socio-economic development of society.
