Features of budgetary regulation of market economy in Ukraine

Abstract

The article focuses on the state budget as a universal tool for the distribution of gross domestic product and to determine its effect on the regulation of market economy in Ukraine. With the formation of a developed market economy the question of effective financial support and regulation of social and economic development raises. State budget is the basic part of public finance and the main component of the financial system. The current situation with the revenue and expenditure of the budget in modern economic life transformation leads to search of possible ways of its optimization. It is proved that the present conditions of the state budget is characterized by its unbalanced structure that causes many negative effects on socio- economic development. The study has been conducted using the method of dialectics in determining the role of the budget in a market economy, the analytical, comparison and synthesis methods are used in assessing the current state budget and in determining the prospects for its development in the context of the national economy too. It should be noted that the budget balances the financial interests of distributive relations, providing a balanced development in the country. The budget is a special form of redistributive relations therefore requires substantial regulation. In the State Budget it has been shown the main source form, revenues and expenditures, so this economic category holds a key place in the regulation of market-type economic system. In the article the progressive international experience in the regulation of the economy through the use of budgetary mechanisms is considered. But the role and purpose of the state budget are largely determined by the specifics of the national economy because of its adaptation to the national economic environment should take place with all the features of social and economic development of Ukraine.
