Institutional infrastructure of development of industrial and civil building in rural areas

Abstract

The relevance of research of the question which is associated with the formation of the institutional infrastructure of industrial and civil building in rural areas is grounded in the article. It has been shown the author's definition of the institutional infrastructure of industrial and civil building in rural areas as a combination of basic and specialized institutes and institutions as well as a system of relations and coherence between national, regional and local levels that will identify and implement priority directions of development in rural areas according to the needs of individual farmers, rural communities, business entities and other entities that operate in rural areas. To ensure the effectiveness of the institutional infrastructure building in rural areas it is proposed to conduct its formation in such order - definition: the purpose and goals of institutional support system of building; list of basic and specific institutions at the macro, meso, local, micro level; instruments of institutional support. Institutional infrastructure of  building development in rural areas must fulfill a number of functions, including: regulation, restrictive, information, implementing, organizing, adaptive and integration one.
