Specific technological pause as a factor of innovative dysfunction of economy of Ukraine

Abstract


Introduction. The long crisis of innovation activity in Ukraine and the need for implementation of effective measures set by state whith the aim of crisis overcoming are consifered in the article. They significantly increase the role of economics as a science, which develops innovative theoretical foundations of economic development.

Purpose. The author has made a comparative analysis of the characteristics of innovation delay that is peculiar to countries - innovation leaders and innovation dysfunction of  economy of Ukraine.

Method (methodology). Innovation pause hypothesis and the concept of economic dysfunction that is actively developed by Ukrainian and foreign scientists are the theoretical basis of the analysis.

Results. The current state of innovation activity in Ukraine is defined as a systemic crisis dysfunction of innovative type the consequence of which is the destruction of functional relationships and dependencies of the structural elements of the national innovation system, which has a negative impact on the socio-economic development in general. Innovative dysfunction is not innovative pause, the content of which is energy depletion of existing technologies and the widespread use of the delay of new basic technologies.  Innovative dysfunction is not connected with modern technological pause, caused by the exhaustion of possibilities fifth and sixth technological structure.

It is proved that overcoming of innovation dysfunction of economy of Ukraine is directly related to the implementation of structural adjustment aimed at fostering and accelerating the development of high-tech structures. For this purpose there is a need to develop a new concept of innovative development of the national economy as a methodological basis for the transition from an innovative model to social-innovation one that combines and implements not only technical, technological and economic but also social factors of economic development on the basis of  innovation in different sectors of society .
