Orientations of tax regulation in the social and economic crisis in Ukraine

Abstract


The article describes the main financial and economic challenges that faced Ukraine in early 2014. They have formed the preconditions for urgent tax reform. Based on the analysis of the ratings, which have been given by international organizations and surveys conducted in the country, it has been proved that tax regulations, along with corruption and bureaucracy are key obstacles for business in Ukraine . The basic anti-crisis legislative steps have been made in the tax area, in order to prevent financial disaster in 2014. Based on our own research we have diagnosed public confidence in government willingness to support government policy, belief in the success of the new government in tackling corruption, and the readiness of businesses to change their behavior and pay taxes. Recommendations as for the necessity of steps for implementation of tax reforms on the basis of research experience in Georgia are proposed.
