Energy resources availability as evaluation criteria of the energy safety for the national economy
Abstract
Introduction. In today's context of globalization and the monopolization of production, output, transit and distribution of energy resources according to the steady global growth of the demand the increasing of the resource base and energy supply autonomy are of particular importance for the successful development of the national economy of Ukraine.
Purpose is in the formation of the theoretical, methodological and practical bases of the integrated approach to the assessment of the energy resourses availability for the national economy on the basis of the functional approach; the integrated system construction of the total and partial energy supply indicators as separate determinants by type of fuel and energy resources.
Method (methodology). The model of energy supply criteria of the national economy is built on the basis of the causal analysis and functionally oriented approach. By means of deduction and induction the main components of partial indicators are allocated, and the methods of normalization and aggregation are used in the functional models construction of individual determinants. The transition from the partial indicators to the individual determinants and to the criterion of energy supply for the national economy has bee made by the index method. The methods of grouping and comparison are used to develop the methodology and practice study energy supply in the national economy and the contribution of individual determinants.
Results. Energy availability of fuel and energy resources is proposed to explore in the context of their individual species relative to natural gas, petroleum products, crude oil and condensate, coal, peat, biomass and the following stages: mining, extraction, production, transportation and sales. With this aim, in the context of the individual determinants according to official information from the State Statistics Service, from the Ministry of Energy Resourses the energy availability indicators system is developed. It reflects a generation capacity, the development of resources base, their condition, improved reserves, the availability of stocks for certain types of energy and so on.
The general level of energy is determined due to the additive or multiplicative convolutions of the totality of components by weighting the share of resources in primary energy supply. The results of the additive and multiplicative convolutions, despite the quantitative difference, are identical with respect to certain normative values. Some differences in the values of general indicators are caused by the overall feature of additive convolutions (to take into account the compensatory effects individual determinants of high values on to the low one) while determining the overall energy availability for the economy as the resource replacement. Multiplicative convolution is appropriate to apply for the determination of stress testing and critical threats and incentives for energy supply.
