Problems and prospects of development of social elements of economy of the Transcarpathian region

Abstract

Introduction. This article investigates the quantitative and qualitative characteristics of the economic structure of the Transcarpathian region. The main attention is paid to indicators that define social welfare, qualitative and quantitative characteristics of the workforce, the state of the social infrastructure. It has been grounded focus on improving of three levels of welfare: economic, personal and social.

Purpose. The purpose of the article is to study the trends of the individual parameters of the economy of Transcarpathian region, that are combined in the social component of the regional economy. The prospective areas of their improvement will be determined.

Method (methodology). The general scientific and special methods of cognition have become the basis of the study. Method of theoretical generalization and comparison are used in the study of international experience and national peculiarities of state influence on structural changes at the national and regional levels. Methods of causation and abstract logic have been used for the identification of the factors that affect the governance by structural transformation in the conditions of restructuring of the economy of Ukraine.

Results. The possibility to optimize the parameters of the social component of the economic structure of the region through the development of a comprehensive economic development strategy of Transcarpathian region has bben grounded. The correctness and quality of the strategy will influence the future structure of the regional economy and its efficiency. The choice of priorities and their implementation will affect economic growth in the region, income, socio-political and environmental situation. The article stipulates that the level of regional strategic planning is the central one in the planning of the construction of an efficient economic structure both at the regional and country level. We propose to consider the following areas of regional development strategy as the priority ones: the development of measures to ensure population growth; a comprehensive restructuring of the sectoral structure of the economy; improvement of  training and retraining of personnel in order to provide the economy with the highly qualified specialists; elaboration of a system of regulations that would ensure a direct relationship between salary increase and  GDP growth (in the public sector) or growth of productivity of labour (in production).
