Credit levers of financial policy of agrarian sphere of Ukraine

Abstract

In the article the methodical and practical aspects of application of credit levers of financial policy in agrosphere are considered. The specific features that form its financial policy are determined. The author has paid attention to the situationthat which took pleace in the agrarian sphere of economy, and to the tasks which are associated with overcoming of intensifying of system financial crisis. Transition to the socially oriented economic growth of agrarian sphere dictates the necessity of providing of such parameters and bank lending procedures that would allow to activate the use of powerful potential of credit for providing of necessities and development of every subject of agrarian sphere. The range of problems of crediting of agroformations is especially visible after crisis financial  deformations. We can allocate the following problem tasks of crediting of agrarian sphere: perceptible narrowing of parameters of crediting of participants of sphere; noticeable growth of lending rates; increase of parameters of the the subject of pledge. The modern programs of restructuring of debts in banks do not answer financial possibilities and do not take into account the technological specific of activity of agroformations. The spectrum of bank services remains usually limited enough. Banks have concentrated on the grant of traditional services as for the aash management services, short-term crediting, operations with the bills of exchange.
