Problems of intellectualization of development of socio-economic systems

Abstract


Problems of intellectualization of social and economic systems (SES) are proposed to consider from the position of harmonized operation of the production, education and science, as well as staff. Graphical display of intellectualized development of manufacturing, education, science and personnel within SES activity has been made on the basis of transformation in quad-helix model of the famous triad "government-business universities." According to the graphical modeling results the area of common goals of intellectualization of SES, all four components which are in constant interaction. It is proposed to consider SES activity as a chain of transformation of staff intellectual  development into innovative products. The major obstacles to the of intellectual SES development should be considered the problems of intellectualization of personnel, production, education and research. It has been established that the intellectualization of staff (managerial and executive) - is its ability to accumulate the creative application of knowledge and production of intelligent products accompanied by problems of shortage or lack of investment in human capital and implementing HR policies. The necessity of accordance of education and research development of area SES in terms of knowledge-oriented economy to two related requirements: to intellectualize and to beintellectualized. The study of the functioning of the production sector of SES has allowed to identify one of the major problems of intellectualization, that is, a capacity of SES management to make management decisions regarding the creation, dissemination and implementation of new technical and technological and organizational knowledge.
