Application of uniform system for pensions calculating

Abstract


The paper investigates the pension system of Ukraine. In particular, the analysis of the activities of existing pension systems is carried out. The advantages and disadvantages of each of them are utlined. It has been considered reform program in the field of economic and social policy, including the transition to a unified system of accrual of pension benefits and the gradual introduction of the second pillar – funded system. It has been studied the foreign experience of usage  of three-level pension system. The complementary units of each of those and their interdependence with each other are defined. The main shortcomings of the planned reforms are determined. It has been investigated their economic and social impact. It has been proposed to provide in new system a possibility of the succession of residue of unpaid balance of funds from the savings account of the insured person.

Introduction. Today, the economic crisis of the state requires from the government to take effective management decisions. The decline in pension fund budgeting, implementing of the saving mode, creation of the conditions for social equality of all sections of the population of the state have led to the introduction of radical changes in the pension system of Ukraine and formed the basis regarding charges, taxes and cancellation (applicable special) of pensions in 2015.

Purpose of the study is to explore the proposed government program of reform of the pension and social security of the population.

Method (methodology). In the process of investigation the general scientific methods have been used. Those are the methods of synthesis, comparison, analysis (to study foreign experience and to draw an analogy regarding the current pension system in Ukraine; and cause-effect methods (to research prospects of implementation of reforms, their cost-effectiveness for the state and the population).

Results. In materials of research  forecasted trends as for the reform of pension provision in Ukraine are described. The main advantages and disadvantages of proposed innovations for the effective operation of the second pillar of pensions are outlined.
