Cloud computing instruments as a factor of public sector accounting improving

Abstract


Functional and technological capabilities of cloud computing and possibilities of its application for optimizing accounting works in public entities were analyzed. Efficiency of application of "cloud computing" tools in public sector accountancy reducing the cost of acquisition, maintenance and service of local information systems was proved. The proposed changing of management information systems architecture from server-oriented into "cloud computing" will improve transparency of accounting and reduce control costs. It was proved that the main disadvantage of the "cloud computing" using is the absence of absolute confidentiality, but for public entities these risks are completely leveled because of centralized distribution of public funds. It is reasonable to accommodate "cloud" hardware capabilities and software in the government company closely connected with the State Treasury Service of Ukraine. Under such conditions, it is possible on-line monitoring of budget implementation not only through financial flows, but its actual using for financial activity.
