Competitive world map of scientific and educational space: intellectual resource dimension

Abstract

The author in order to determine the disposition of modern national scientific and educational systems has conducted the testing of methods of constructing competitive maps of global scientific and educational space based on an sample of intellectual property protection. The tools of correlation analysis of density of quality protection indicators of intellectual property and GDP per capita are used. Paper provides the reasons for choice of indicators, that are used to compile the Global Competitiveness Index, as a base for mapping the market, including identification of those that characterize the global scientific and educational space. Analysis of correlation of these parameters with GDP per capita has found out that over the past decade there has been the closest connection with the quality of protection of intellectual property, which causes high competitive status of the most developed countries.

It has been confirmed the hypothesis of the need to consider the size of GDP per capita in the construction of competitive global market maps on the basis of  quality indicators on a sample of quality indicators of intellectual property protection. The analysis of scientific and educational space maps has revealed that a number of systems of intellectual property protection is adequately implemented and functioning. About 22 countries can be attributed to those who are aware of and use intellectual property as capital.

It has been proposed the recommendation that can be applied in Ukraine, namely: conduction of systematic work to implement the national interests in a global scientific and educational space must necessarily include all aspects of intellectual property rights, transformation of its treatment as capital and resource of socio-economic development.

Taking into account that the period under review has encompassed almost a decade, we can also conclude that the economy is characterized by a significant lag processes when it comes to the functioning of the protection of intellectual property, but there are good examples of its fast improvements and their international recognition.
