Mechanisms of ukrainian foreign trade policy improvement under WTO

Abstract


Purpose. The article aims to identify ways and measures to ensure full use of internationally recognized norms and rules of foreign trade policy for the realization of national economic interests of Ukraine.

Research methodology. The theoretical basis for research consists of fundamental research in the field of state regulation of foreign trade, and in the field of development and modern features of the global system of international trade law at the WTO.

The methodological base of paper is formed by general scientific research methods: methods of analysis and synthesis, induction and deduction, the method of structural analysis, methods of classification and grouping. Information base of research is constituted on regulations and materials of central executive authorities of Ukraine, materials of international economic organizations (including WTO), the results of research highlighted in the works of local and foreign scientists.

Results. The role of informal associations and coalitions within the WTO as an instrument to strengthen the position of individual countries in the multilateral trade negotiations is analyzed. The positive experience of the informal groups within the WTO is revealed, and the necessity for Ukraine to use this instrument is justified. The key principles of reviewing the import duty rates on commodity products in accordance with the renegotiation procedures in the WTO are outlined. The mechanisms of enhancing the public subsidies of foreign economic activities that comply with WTO rules are revealed. The necessity to introduce the continuous monitoring of state subsidies compliance with WTO detailed requirements is justified.

Scientific novelty lies in deepening of the theoretical aspects and in the development of scientific and practical recommendations to improve the effectiveness of foreign trade policy under the WTO,which will increase the international competitiveness of domestic producers with appropriate state support, without violating the basic principles of non-discrimination and liberalization of international trade.

The practical significance of the results is that the formulated position and conclusions can be used to improve the national system of foreign trade regulation and of foreign economic activity support.
