Problems of financing of the social institutions of Ukraine

Abstract

Introduction. The article analyzes the links between the budget and the social sphere, and the financial support of the latter, which is an integral part of the socio-economic development of any country.

Almost all social aspects of society and the individual ones are in the space ofsocial sphere. Social life is characterized by integrity, appropriate level arrangement, social tension etc.

Purpose. The aim of the article is  the theoretical grounding of the connection between budget and social sphere, acquisition of expenditure, disclosure of current practices of planning, and search for the solutions for improving financing in the social sphere.

Balanced and sustainable development of economy is impossible without social security of the population. Combination of the problems which have arisen in the development of market economy with the increased attention to social issues provides the compelling reasons for economic recovery, sustainable, balanced position of the man throughout the labor activity, as well as after its completion. Finally, economic growth and social welfare are the processes which are closely linked to each other.

Results. According to the results of the research we have come to the conclusion that it is about time for such issue as the working out of a single national development strategy which must be based on a strategy of social development. The absence of such a document today leads to unsatisfactory and unexplained actions of authorities both for themselves and for the overall population. This is particularly relevant in relation to the prospect of financing social protection mechanism under decentralization process and the implementation of Ukraine with the European Union.
