Introduction. After having analyzed, systematized and summarized the research works of many scientists and economists, we have identified key problems of designing and implementation of monitoring functions. It ahs been justified the systematic approach to the design and implementation of the monitoring function, which should be provided, on the one hand, for the consideration of monitoring subsystem as an integral part of the functional development of the strategic adjustment of the regional structure and territorial organization of the agro-food sector, and on the other hand, as a single whole, for the solution of common problems,  registration of all elements of subsystems and their mutual influence on each other, and only after that we can speak about the transition to the solving of  some particular issues of creation of subsystem. The preliminary study of monitoring functions on a regional structure and territorial organization and the development of its main models have become a prerequisite of this approach.

Purpose. The purpose of the study is to provide a proper evidence-based methodology for the design and implementation of features of economic monitoring subsystem in the functional development of the system of strategic control of the regional structure and territorial organization of the agri-food sector.

Method (methodology). The dialectical method and the basic provisions of the economic subsystem monitoring, the strategic adjustment of the regional structure and territorial organization of the agri-food sector have become the theoretical and methodological basis of the research. In the process of the study we used the following research methods: abstract logic (for theoretical generalizations and conclusions); monographic (for the study of theoretical and practical features of the design and implementation of monitoring subsystem in the system of strategic control of the regional structure and territorial organization of the agro-food sector); comparative (for the analysis of the state of design and implementation of monitoring subsystem in the system of strategic control of the regional structure and territorial organization of the agro-food sector); table (for determination of the time-consuming work of creating economic monitoring subsystem for the level of regional institutions and regional organizations, agro-food sector), and others.

Results. On the basis of given data it is evident that for the execution of works on creation and implementation of monitoring subsystem in the system of strategic control of the regional structure and territorial organization of the agro-food sector a relatively long period of time will be required. In this connection special importance is given to the concentration of manpower, as well as to co-operation of many organizations and research institutes. Only in this case, you can count on success. Among the prospects for further research in this area a particular relevance is given to the question, which is linked to the definition of methods for the formation of functional systems of developed strategic control of the regional structure and territorial organization of the agri-food sector and their use in the design and implementation of monitoring subsystem. Further development of monitoring could lead to the replacement of the traditional monitoring. Insreaf of it it will be used a functional monitoring subsystem with the use of concept of methodologically grounded paradigm approach.
