Country’s need for implementation of technical harmonization policy

Abstract

Introduction. The possibility of obtaining reliable access to foreign markets for domestic producers of goods and providers  of services increasingly dependends on compliance by individual countries, including our country. It is necessary to form  legal and regulatory measures in international trade branch, which are outside the scope of their traditional trading strategies. Developed countries are actively developing their economy, focusing on the development of science, including modern innovative technology-based key management approaches.

Purpose. The aim of the study is to determine the nature of the concept of "harmonization" and the importance of technical harmonization policy for a particular country, the producers of goods and providers of services of which enter into international trade. This policy will define the main components of the technical regulation. The technical regulation system as a whole depends on the existing legislative framework and a number of institutions to implement policies that enable technical harmonization. The effectiveness of this policy depends on the information, the institutional component of the technical regulation, allowing the country to adapt to similar standards and normsthat are accepted in a particular group of countries, and increase the competitiveness of domestic producers of goods and services in world markets.

Results. On the basis of scientific research of national and foreign authors it has been estimated  the effects of technical harmonization on the state of the economy. The author has studied logic genesis of the term "technical harmonization". It is outlined the role of technical harmonization in the mutually beneficial exchange of goods and services, which is particularly important in the WTO and in the integration of Ukraine into a free trade zone with the EU. The essence of the term "technical regulation" is discovered. The typical components of technical regulation in the context of separate technical barriers are detrmined. Prospects for further research  forsee the development of appropriate policies of technical regulations in Ukraine. It will allow to achieve a significant level of harmonization of similar policies which have bben taken as a basis in the European Union.
