Analysis of financial support of energy efficiency program in housing and communal sector
Abstract
Introduction. Energy efficiency involves reducing the amount of energy consumption, optimization of usage of energy, which can lead to their saving; energy efficiency reduces utility costs and harmful emissions. Therefore, at the state level it is necessary to implement energy efficiency programs and measures to modernize the system of energy consumption in housing and communal sector. However, there is the problem of finding financial resources for such measures.
Purpose. The aim of this research is the elaboration of measures for the implementation of energy efficiency in housing and communal sector and searching for alternative sources of funding for this program.
The methodology. The study uses such general scientific methods as generalization, synthesis, analysis, comparison, abstraction and induction.
Results. For energy efficiency policy reform in the housing and communal sector it should be created a number of incentive and compensation mechanisms for launching large-scale programs; reduce consumption and energy losses by thermo modernization. Financial support for the reform must be based on the involvement of all kinds of investment resources and public support. First of all it is necessary to create the stimulating mechanism for thermo modernization by the returning of the taxes paid by investors who insulated buildings. It is advisable to concentrate the loans from international banks and funds on creating the revolving funds that provide loans for municipal energy efficiency programs. Low lending rates will contribute to a faster payback period and return of capital. The scale program will enable the activation in the construction industry, which has no effective demand for newly constructed buildings and will create thousands of working places. Among the additional sources of financial support we can single out the usage of city and regional environmental funds and the sale of condominiums roofs under construction the mansard using the proceeds to upgrade facilities. Particular attention should be paid to reducing the number of permits required in such projects and the cost of the project documentation.
