Aspects of the reform of higher education in Ukraine
Abstract
Education is one of the key institutions that support the ideology and unity of the nation. This higher education also serves as the basis for scientific development of the state, and hence its economic and political security. XXI century is marked by rising public attention to higher education reform which has become the objective necessity. The modernization of higher education acquires a special importance in this process. Purpose of the article is to study the existing problems and prospects of reforming higher education in Ukraine.
On the basis of investigation we can state that higher education today has become the main driving force in changing the consciousness and behavior, socialization of education, optimizing forms of knowledge transfer. In this connection, we believe that higher education should be considered: a) as centers of national culture; b) research centers; c) socialization centers.
In the article we have proposed a set of measures that will promote the establishment of autonomous Ukrainian institutions of higher education, in particular: to transmit higher education institutions the right to determine whether the present structure, form and methods of approving documents such as structural and logical scheme for training educational program; to train and work out the curricula subjects; to develop the individual curriculum for the student; to compose lecture notes, stock lectures; to formulate the guidelines for certain types of work; to determine types and forms of current and final control, registration forms and methods of learning outcomes; to work on programs and daily practices; to work on the registers of students and teachers and others.
A number of recommendations on university accreditation, which is necessary in the process of the implementation of the reform of higher education, are worked out: to change the overall approach to accreditation, rather than on repressive and regulatory consulting and analytical; to decentralize accreditation process, make it voluntary and give the private or public accreditation agencies; to abandon detailed regulation in the field of accreditation, simplify standards, which conducted the evaluation, and requirements for the educational process, pay more attention to the principles of assessment and result-oriented higher education.
