Deregulation of economic activity in the agricultural sector of economy: stages, branch peculiarities, mechanisms

Abstract


 The subject of the article is to study the peculiarities of reforming of agrarian sector in Ukraine in the context of decentralization of authorities and deregulation of economic activity. The aim of the article is to make a characteristics of stages, industry features and mechanisms of deregulation in branches of agricultural sector. Method of analysis and synthesis, analogies, expert method, methods of functional analysis are used in the article. The result of the article is to generalize the regularities of change of state attitude to market economy and to allocate four stages of evolution of role of the state: first stage includes free development of the market and respectively liberal politics of the state concerning the economic development (until «great depression» of 30-s of the twentieth century); second stage includes anti-crisis policy in the period of «great depression» and Second world war (until 50-s of the twentieth century); third stage foresees the enhance policy development in a post-war economic recovery (until 80-s of the twentieth century); forth stage iclides deregulation policy in a recession in economic development (the current period).Three groups of branches regarding peculiarities of deregulation are charecterized: potentially competitive, branches of natural monopolies, a segment of state sector. It has been defined the proximity of the  agricultural sector to a potentially competitive industry. It has been underlined the expediency of consideration of international experience in reforming of governance of the agricultural sector with use of mechanisms of deregulation: liberalization of market access barriers, privatization, contracting.

The results can be used in the process of substantiation of mechanisms of reform governance of the agricultural sector of Ukraine.
