Arguments proving that hotel and tourism business, as a component of the real sector of economy, objectively has its own characteristics, both at the micro- and macroeconomic levels, are presented. The identification and research of the financial and legal levers of regulation of hotel and tourism business for restoration and development of this sphere of activity have been carried out.</p><p>The problems of the complex analysis of financial and legal regulation of the activities of hotel, restaurant, and tourism business enterprises and ways to solve them are outlined, which will contribute to ensuring the financial stability of the hospitality sector in the long term. It is substantiated that despite the presence of a large number of various legal acts that regulate the work of tourism, recreational, and restaurant enterprises, there is no single system of their interconnection and comprehensive action. It has been determined that ensuring the financial stability of hospitality enterprises is impossible without a thorough and high-quality legal framework that would fully regulate and establish the rules and obligations of all participants in the market of hotel, restaurant, and tourism services.</p><p>An assessment of the net profit (loss) of the enterprises of the hotel and restaurant business of Ukraine has been carried out, as well as of the financial results before taxation by types of economic activity in the sector of temporary accommodation and catering. As evidenced by the analysis carried out in the article, state financial support for innovative activity of hotel and restaurant business and obtaining financial monetary resources are very problematic, especially in modern conditions with a constant deficit of the state budget.</p><p>The significance of formation of legal competences of specialists in the international hotel and tourism business is emphasized as a crucial component of their professional training, and the matrix of competences and program results from the international legal regulation of hotel and tourism business has been analyzed. It has been proven that during the training process it is essential to focus on the practical aspects of application of legal norms in real situations that arise in hotel and tourism business. This will help students develop not only theoretical knowledge, but also the skills to solve specific legal issues that may arise in their professional activities. For the first time, six STI for SDGs roadmaps were developed for six concrete missions according to a single structure, which includes the situation and trends analysis in the relative sectors, scientific and technological and entrepreneurial potential, the key strategic documents’ measures for the SDGs implementation. The road map content has been agreed with 17 interested authorities. A comprehensive STI for SDGs roadmap has been developed as a toolkit for coordinating regulatory, organizational and financial measures regarding SDGs in Ukrainian strategic documents with the STI policy tools. The research results are the basis for determining the priority directions for the development of science and innovative activities for 2023, approved by the resolutions of the Cabinet of Ministers of Ukraine No. 283 of March 30, 2023 and No. 463 of May 9, 2023.</p><p><strong>Scope of application of the results</strong>: legal regulation in the STI field, transformational innovation policy.</p><p><strong>Conclusions.</strong> Defining the tasks of six policy missions in the field of STI to respond to national challenges and SDGs allowed for a more thorough analysis of the problems and risks of not achieving the SDGs and their relations with the strategic policy planning in the relevant sectors. The nature and content of these influences are controversial and sometimes uncertain. Therefore, when carrying out reforms, it is necessary to take into account the specific peculiarities of the connection between changes in the institutional environment and the processes of functioning and development of the economy.</p><p>Most often, institutional reforms have a differentiated impact on economic entities: the change of rules will affect some positively in the short term, but negatively in the medium term, and will have the opposite effect on others. The effects of a short-term positive impact for individual subjects are mostly determined by redistributive processes, since it takes a certain amount of time for a significant and sustainable increase in public wealth under successful reforms.</p><p>During institutional reform, a purposeful change of a certain set of institutions takes place, carried out by subjects who develop and implement a transformation plan. Through the system of various state bodies using various mechanisms, tools and measures the state, on one hand, introduces institutional reforms, on the other, institutional prerequisites have a determining role in the implementation of state policy in various areas, economic area in particular.</p><p>The article focuses on the institutional reforms of post-socialist countries at the end of the 20th century, which were aimed at the transition of countries from a command-administrative economy to a market economy. The development of an enterprise in turbulent markets is a complex and multifaceted process, since such markets are characterised by rapid changes, high degree of uncertainty, competition and instability. Turbulent markets can arise from a variety of factors, such as economic crises, technological changes, political instability or global events.</p><p>In today's turbulent environment, enterprises must constantly improve and implement changes to not only survive in the market, but also maintain their competitive advantage. Commercial enterprises should focus on a management strategy that increases the efficiency of the entire system, while paying special attention to resource conservation and environmental protection. Therefore, the implementation of the concept of sustainable development is the most acceptable for a modern enterprise to maintain stable operations and a competitive position in the market.</p><p><strong>The purpose</strong> of the article is to form a theoretical basis for the development of an enterprise in turbulent conditions, namely, to systematise and generalise approaches to the interpretation of the concept of "economic development of an enterprise", to substantiate the components of ensuring the economic development of an enterprise and to identify the main elements of enterprise development in turbulent markets.</p><p><strong>Research methodology.</strong> The theoretical and methodological basis of the study are the works of leading domestic and foreign scholars, methodology and systemic principles of conducting comprehensive scientific research. Among the special research methods used in the work are: abstract-logical - to study the development of the problem and summarise the findings; theoretical generalisation - in the process of disclosing the essence of the category "enterprise development"; observation, comparative advantages, economic analysis, clustering and comparison - to study the components, indicators, functions and factors of influence on ensuring the development of an enterprise in conditions of turbulence.</p><p><strong>Results</strong>. Note that the problem consists in determining the main ways of improving the system of financial and economic relations between all participants of the technological chain of production of the final products of the dairy sub-complex in order to increase the socio-economic efficiency of this process.</p><p><strong>Goal.</strong> The purpose of the study is to develop practical recommendations for increasing the efficiency of the sale of milk by farms of all forms of management to milk processing enterprises in the conditions of the introduction of martial law in the country.</p><p><strong>Method (methodology).</strong> The following methods of scientific research were used to fulfill the tasks: induction and deduction - to highlight the main types of efficiency and interpret the concept of general efficiency; analysis and synthesis - to single out the "production - processing of milk" system in the structure of the dairy sub-complex and to single out from the set of institutions of the infrastructure of the dairy sub-complex those that directly affect the functioning of the "production - processing of milk" system; economic-statistical method (dynamic series, analytical grouping, etc.) - to establish the trends of changes in individual indicators of the functioning of the dairy sub-complex.</p><p><strong>The results.</strong> In the current difficult time for all participants in the milk trade, there is a violation of interaction, especially between processors and trade. The research is based on the HR concept of a new type according to the maturity model of HR-analytics, which determines the directions of support for systematic analytics and the implementation of its goals regarding the basis for making effective management decisions. The directions of applying taxonomic analysis in various areas are analyzed, in particular, to determine the level of solvency, to assess a company's development strategy, to study the effectiveness of management of the economic potential of enterprises, to assess the ability of an enterprise to implement an innovative strategy, etc. The expediency of implementing the taxonomic analysis method in the field of HR analytics, taking into account digitalization factors and HR metrics, is substantiated. Nine indicators are chosen for the calculation of the taxonomic indicator, namely: an ICTS subindex of the Global Innovation Index and investments in software and databases in Ukraine, which made it possible to take into account the external factors of digitization; return on capital as an internal factor in digitalization; the staff turnover ratio, the level of working time loss, the average length of service, the average salary at the enterprise, profit per employee. According to the methodology, the researched indicators of the effectiveness of the HR strategy in the conditions of digitalization are divided into stimulators and destimulators. A graphic representation of the dynamics of the taxonomic indicator of the HR strategy effectiveness is given for the period from 2013 to 2022. The efficiency of enterprises relies on the accurate assessment and accounting representation of their assets. In the context of the modern society, significant attention is devoted to intangible resources, particularly goodwill, as a key element of corporate reputation. However, the existing accounting-analytical system requires modernization to encompass all aspects of value creation. Goodwill issues captivate the interest of accountants, financiers, and managers, as this unique asset allows companies to gain a competitive edge in their respective industries.</p><p><strong>Objective</strong>. The purpose of the work is to study ways to improve the efficiency and accuracy of accounting for intangible assets, which will allow enterprises to provide reliable financial reporting and take into account important components of goodwill in the internal and external environment; studying the role of goodwill in assessing the value of a business on an ongoing basis; search for ways to improve the accounting and analytical support for the assessment and management of the business reputation of the enterprise, specific changes in the plan of accounts are proposed to improve the accounting of intangible assets, in particular elements of goodwill.</p><p><strong>Method (methodology)</strong>. Scientific methods and approaches were used in the work, in particular, a comparison to study the main provisions of IFRS and NP(S)BO, analysis of the difference in approaches to accounting for goodwill and intangible assets between these standards; formalization and generalization of the main technological tasks of the organization of accounting of intangible assets for the implementation of the principles of goodwill in the system of ensuring continuity of activity and maintaining a positive business reputation of the enterprise.</p><p><strong>Results</strong>. In the course of the study, an in-depth analysis of the existing methods of goodwill assessment was carried out and their limitations in taking into account all components of this important category of assets were revealed. In response to this limitation, we have developed our own method that takes into account intangible assets that are not reflected on the company's balance sheet. The proposed methodology calculates goodwill as the difference between the fair value of net assets and their book value, considering revalued asset values and off-balance-sheet intangible assets such as business relationships, peculiarities of activity, and personnel knowledge. A supplementary recommendation includes modifying the Chart of Accounts to account for intangible assets, detailing them at an analytical level. These changes can identify and reflect important goodwill elements previously unaccounted for in financial reporting. The study shows that the methodology of accounting for low-value assets is controversial and needs further improvement. It is noted that now low-value assets are recognized as those whose value does not exceed 20,000 hryvnias. It is important to note that this value limit is not taken into account when classifying assets as МНМА (Low-value non-current material assets) and МШП (Low-value perishable items). The article highlights the theoretical and methodological aspects of accounting for low-value and perishable items, in particular evaluation, recognition and classification. It was determined that scientists did not find a single definition of this concept, and their own vision of the scientific interpretation of the optimal capital structure was proposed.</p><p>It has been established that there are a number of factors that make it possible to form the capital structure in such a way as to make the enterprise's activities as efficient and profitable as possible. It was determined that the following have the greatest influence: the branch of the national economy in which the enterprise operates; volumes of sales of products of the business entity for the reporting year; the period of life of the organization; the state of the market in which the firm operates.</p><p>It was determined that the activity of the enterprise with the maximum number of resources involved is risky, and, on the contrary, with the presence of the minimum number of resources involved, it is low-risk. The process of optimal distribution of the capital structure is analyzed and its structuring is carried out in a sequence of four stages.</p><p>A number of scientific developments were studied, which made it possible to distinguish three approaches to financing different groups of enterprise assets: passive, moderate and active. This approach confirmed that the main goal is to maximize profit while minimizing the risk structure of the capital.</p><p>The signs of effectively optimized capital structure are summarized, which consist in increasing the level of profitability, business activity, financial stability and profitability of the business entity.</p><p>It is proposed to improve the company's financial condition by placing and using the company's resources correctly. A particularly important factor in the promotion of health insurance services is the qualification level of staff and their possession of relevant healthcare competencies. Therefore, when forming the staff of insurance companies, due attention should be paid to the professional level of specialists and their ability to promote such an insurance product as health insurance. Currently, the insurance industry in Ukraine is facing a perfect storm, as numerous external factors converge in time to reach their culmination. </p><p>The purpose of the article is to substantiate the constituent elements of the model of the system of motivation of insurance companies' personnel in the conditions of turbulence as a prerequisite for increasing the competitiveness of insurance companies and stimulating the development of health insurance. In the process of the research, the authors answer the following scientific questions: (1) what are the basic problem areas of organisational and financial nature of the development of health insurance in Ukraine? (2) is there a dynamics of change in the personnel of insurance companies in the context of turbulence in HR management?</p><p>Method (methodology). At the beginning of the research, we used the method of systematisation and comparison of opinions of various analysts and scholars to identify the main problem areas of organisational and financial nature of the development of health insurance in Ukraine. Next, based on the method of comparison, the authors analyse the dynamics of personnel changes in the TOP-5 domestic insurance companies in terms of insurance premiums received and foreign insurance companies of similar insurance groups in the context of turbulence in personnel management, and also provide examples of changes in the activities of insurance companies' management in the context of military operations. As a result, by applying the methods of structural-logical analysis and analysis of strategic gaps, the constituent elements of the model of the system of motivation of personnel of insurance companies are substantiated.</p><p>Results. The problematic areas of organisational and financial nature of the development of health insurance in Ukraine with possible measures to improve the situation are identified. The interdependence of the factors of influence of the macro- and micro-levels on the level of their investment attractiveness is specified. In particular, the level of investment attractiveness of enterprise depends to a certain extent on the investment attractiveness of the State and its regions. The authors analyze the dynamics of foreign direct investment in the Ukrainian economy for the period of 2002-2022, as well as carry out comparisons with the volume of foreign direct investment from the Ukrainian economy, and the main changes in their proportions. The countries of the European Union, which provide more foreign investment to Ukraine, are considered. It is concluded that the investment climate in the country has improved, but unfortunately there have been no significant changes. It is identified that the investment climate of the State remains unfavourable for the external investor. The main theoretical approaches and practical initiatives implemented at the local level are considered in order to determine the optimal ways to achieve economic prosperity, social justice and environmental sustainability.</p><p><strong>Goal.</strong> The purpose of the article is to analyze the impact of decentralization on the sustainable development of rural areas through institutional regulation, with the aim of identifying optimal ways to achieve economic prosperity, social justice and environmental sustainability.</p><p><strong>Method (methodology).</strong> The research uses complex scientific methods, including analysis of existing literature, synthesis of data from various sources, comparative analysis of development strategies of united territorial communities, as well as empirical research methods to study specific examples of successful implementation of institutional innovations.</p><p><strong>The results.</strong> The study confirmed that decentralization contributes to the sustainable development of rural areas in Ukraine, giving communities more opportunities to independently solve problems. The analysis of the strategies of the united territorial communities revealed that the successful implementation of sustainable development requires active participation of the public, strategic planning and adaptation of proven practices. The use of e-democracy and participatory budgeting has shown effectiveness in involving citizens in governance and ensuring transparency of local government actions. The integration of carbon neutrality into the enterprise's strategic management system is a topical issue.</p><p class="-"><strong>Purpose.</strong><strong> </strong>The article is devoted to the study of a strategic approach to positioning an enterprise in the market in the context of its low-carbon development.</p><p class="-"><strong>Method (methodology).</strong><strong> </strong>The following methods were used to conduct the study: analysis and synthesis to consider regulatory measures for the transition to carbon neutrality in Ukraine and the European Union; deduction and induction to identify market mechanisms for reducing greenhouse gas emissions; epistemological approach to determine the structure of low-carbon markets; method of dialectical cognition to build a chain of conscious consumption.</p><p class="-"><strong>Results.</strong> The article examines regulatory measures for the transition to carbon neutrality in Ukraine and the European Union. The market mechanisms for reducing greenhouse gas emissions are identified. The necessity of applying a strategic approach to the positioning of an enterprise on the basis of low-carbon development in the context of developing voluntary carbon markets is established. The structure of formation of low-carbon markets is presented, which provides for the transition to low-carbon development of enterprise as a strategic approach to its positioning in the market. It is determined that ensuring the low-carbon development of enterprises involves the interaction of all market participants in the development, production and consumption of low-carbon goods and services. A chain of formation of conscious consumption is built, the springboard of which is the formation of common values between consumers and enterprises, consisting in the production and consumption of environmentally friendly and carbon-neutral products and services. Therefore, the main task of corporate management is to find ways to optimize business processes in the existing conditions and direct all the potential of the corporation to maintain and preserve the business. The purpose of the study is to determine the specifics of the impact of corporate governance on the optimization of the enterprise's business processes. The object of the research is cooperative management and its influence on the optimization of the corporation's business processes. The theoretical analysis within the scope of this study was carried out on the basis of the methods of analysis, systematization, generalization and comparison of the theoretical provisions of various researchers regarding the definition of the essence and content of corporate management, as well as its influence on the optimization of the enterprise's business processes. Based on the results of a critical review of scientific works on the essence of corporate governance, the following scientific approaches to its interpretation were distinguished: classical, managerial, regulatory, controlling, strategic, effective, shareholder stakeholder. The author's vision of a complex system of interaction of such approaches based on their systematization into three groups (interest, management, effect) is proposed. At the same time, interest-group approaches are distinguished by a greater attention of scientists to the issues of satisfying the interests of participants in corporate relations, management - an emphasis on management functions and tasks of corporate management, and the effect - on obtaining the desired results from such management in a strategic perspective. The definition of corporate governance is proposed as a system of managing corporate relations in an organization that functions in order to realize its strategic goals by ensuring the effectiveness of the mechanism for making effective decisions based on the regulation and control of corporate rights and monitoring the results of activities to ensure the balance of interests of participants in corporate relations. The main goal of the study is the analysis of the application of administrative responsibility for committing a violation of customs rules in order to ensure the appropriate level of national security of Ukraine, taking into account the challenges of introducing martial law in the country.</p><p class="a"><strong>Method (methodology).</strong> A comprehensive approach was used for the analysis, which includes a review of legal acts, analysis of statistical data, and comparative analysis. The basis of the research is the methods of critical analysis, synthesis, as well as the methods of legal research to assess the effectiveness of countering the violation of customs rules due to administrative responsibility.</p><p class="a"><strong>The results.</strong> This study confirms the significant role of the appropriate level of customs security for ensuring the national security of Ukraine, as well as the presence in the national legislative field of a well-balanced algorithm for the imposition of administrative responsibility for violations of customs rules by subjects of customs relations. A number of features of administrative responsibility for violation of customs rules and the growth of these violations during the period of armed aggression and the introduction of the legal regime of martial law in Ukraine, which requires increased control over manifestations of corruption in the customs system, have been identified.
